Abstract


For the improvement of dental care by understanding the actual condition of the management of intermediate medium and nonhuman capital at the public dental care institution, the author made a research reaching the following conclusions through
questionary investigation by mail about the managemeut under actual conditions at health centers, which was conducted at 1,014 health center and subcenters across the country.
1. The mending and replacement of aging equipments have not been done properly, which has been an important factor of the deteriorated productivity of dental care because health centers and subcenters are in financial difficulties. Therefore, it
was
judged that the Government should expand the administrative, financial aids requisite for operation of a health subcenter.
2. It was revealed that 91 percent of the total respondents has done the inventory check not periodically but on a case-by case basis. The inventory of the equipments were irregular, because community dentists were indifferent to the equipments,
and
because they had not enough knowledge and managerial competence about the equipments.
Consequently, it was considered that the fundamental education about the management of an intermediate medium and nonhuman capital and the inspection of an equipment during the undergraduate dental education process should be performed.
3. As a result of the research of the actual condition of an instrument sterillzation, it was discovered that community dentist and dental hygienist disinfected instruments relatively thoroughly, but the use of sterilized gloves was about 12
percent.
To prevent cross infection, cautions of community dentist and dental hygienist against disinfection are required.
4. On the investigation it was found that unlicenced dental practioners worked dental prosthesis at 88.4 percent of the target area of investigation.
Medical insurance grantization, with the reinforcement of dental health education to local residents, the strengthening of the related laws and regulation, and the solidification of the supervision of the executive agency, as the plan for
eradicating
the activity of unlicenced dental practice, was presented.
5. As a result of the research of treated condition of the extractives and wastes which were formed from the outcome of dental care, it was showed that most of the health centers asked the men who treated the extractives to dispose those and
they
treated amalgam dregs and mercury relatively properly. But the manner of the treatment caused a probrem because 74.4 percent of the totla respondnet dumped the processing and fixation solution into drains.
6. Community dentists demanded the financial aids needed to manage the health subcenters by Ministry of health and social affairs, the administrative and institutional reinforcement for public dental health care, the higher social status of
community
dentists, the better treatment for community dentists, the actualization of payment for dental care, and the change of consciousness and action of a related officials and dental manpowers at a health center.
Along with them it appeared necessary to improve the distrust and local residents which were caused mainly by frequent change of community dentists; poor dental care; and knowledge of health care.
7. The legal, administrative complementary measure must be prepared so that a health center and subcenter can play faithfully its role as the primary health care institution. It is necessary to turn dental care activity centered upon treatment at
the
health centers and subcenters into prevention and the activity centered on public dental health.
